Begin by preheating the broiler. In a small dry skillet over medium heat, stir the first three ingredients until they become aromatic and slightly darken, which should take around 2 minutes. Allow the mixture to cool before transferring it to a spice mill. Place the chile on a baking sheet and broil it, keeping a close eye on it to avoid burning, until it starts to puff up, approximately 1 minute. Once done, cut the chile in half, remove the seeds and stem. Combine the chile (or ground chipotle chiles) with the toasted seeds in the spice mill and grind them together finely.
